  16. COORDINATOR. This is probably the most misunderstood word in this
  17. field. It is a common title in California but prohibited in
  18. Hawaii government. It appears that most coordinators are
  19. facilitators and have no authority. For those coordinators who
  20. indeed have authority to provide direction and control, we feel
  21. they should have another title. In the future we shall provide
  22. you a very illuminating article written by a newspaper reporter
  23. on the public confusion over the title coordinator. To add to the
  24. confusion, some coordinators are really planners who are neither
  25. facilitators or managers.

  27. EMERGENCY COORDINATOR OR "E.C.": The title of a volunteer
  28. appointed by the American Radio Relay League, an association of
  29. Amateur Radio operators who sponsor a special interest group
  30. called the ARES or Amateur Radio Emergency Service. The ARES
  31. provides vital health and welfare communications and support to
  32. disaster relief agencies such as the Red Cross, the Salvation
  33. Army and others. In some cases an ARES EC may develop an
  34. agreement specifying that ARES people will "switch hats" to
  35. provide RACES support to a local government agency. Where the EC
  36. is the RACES Radio Officer it takes an exceptionally well
  37. qualified person not to confuse those two distinctly different
  38. roles: the RACES is only Public Safety communications and the
  39. ARES is predominantly public service. The title Emergency
  40. Coordinator is also used by some jurisdictions in another context
  41. and has no connection with Amateur Radio.
